PUK Attacks Striking Workers in Cement Factory – 27 July 06


This morning the PUK injured 13 workers at a factory in Tasloja in Sulaimaniya in Iraq. The workers only crime was to be taking part in a picket of a Cement factory calling for an increase of wages. This is a clear infringement of democratic rights and basic freedom of expression.

We the undersigned call on Trade Union Branches and human rights organisations to send messages to Jala Talabani who was selected as president of Iraq in April. condemning this action.

Oppresors of the employees of the Tasloja Cement Factory must be brought to justice.

On July 27,2006, the police and security forces of the Patriotic Union of Kurdistan opened fire on 700 workers of the Tasloja Cement Factory near the city of Suleiumanyia in the Iraqi Kurdistan. Thirteen workers were injured in this cruel attack. The workers came under attack because they launched a strike asking for wage rise and that 300 workers previous fired by the administration be reinstated in their jobs. The response of the security and police forces in Suleimanyia to these demands expressed peacefully was to open heavy fire on workers as if they were facing an enemy entrenched in a battlefield. Incidents like this were 20 workers are killed or maimed at working place for stopping work are rare even in countries ruled by oppressive regimes. An authority serving a capital owned by militia only cannot tolerate stopping production for a moment even when it is decided by the workers themselves.

The authority of the Patriotic Union of Kurdistan have for several years unleashed its police and security forces against the people of Kurdistan where they kill people on various reasons or imprison people for critiquing this authority on daily basis. Today, this heavily corrupted authority whose senior and junior officials are multimillionaires and are partners with the capitalists who own businesses use these forces to protect their capital and to protect the process of production even if it requires terrorizing and killing innocent people.

This is the same authority that talks day and night about (unlimited freedom) (the prosperity of freedoms in Kurdistan), (nobody is to be prosecuted on opinion), (Kurdistan must be ruled by institutional government) and many more lies while in practice has often proved that it is a militia authority which protects capital and capitalists in Kurdistan and is ready to kill innocent protesting workers and toilers.

We condemn this brutal crime. We call on all progressive and freedom loving organizations and individuals inside Kurdistan and worldwide to condemn this anti-human and barbaric crime and exert pressure on the Patriotic Union of Kurdistan to stop killing the discontent freedom loving people of Kurdistan and to recognizes political freedoms including the right to strike and demonstrate. We announce our full support for the demands of the employees of Tasloja Cement Factory and wish the wounded workers quick recovery. We ask that the following demands be immediately realized:

1.The managers of Tasloja Cement Factory must be dismissed and prosecuted

2.All members of the police and security squad who committed this crime must be publicly prosecuted.

3.The victims and their families must be properly compensated for the loss.

An open letter to Mr George A. Papandreou, President of Socialist International

Dear Mr. Papandreou

As you are aware, the Patriotic Union of Kurdistan has observer status in the Socialist International. You may be less aware that this party and its authorities rely on very oppressive and violent methods to silence popular protest in many cities and towns such as Kefri, Kalar, Darbanidkhan, Chemchemal and Sulaymania in Iraqi Kurdistan. They have relied on methods which we witnessed and experienced under the Ba’ath regime. This has been in particular evidence through the response of the PUK to recent demonstrations in Iraqi Kurdistan.

On 5, 6 and 7 August, people in the towns of Chemchamal, Kefri, and Darbandikhan protested for their basic rights, demanding water supply, electricity and fuel. They protested in a peaceful fashion, concluding their demonstration by presenting their demands to the PUK authorities. In response to this, the PUK’s security forces opened fire on the demonstrators. Tens of people were severely injured and hundreds were arrested and are now in prison. The security forces have also carried out subsequent raids of demonstrators’ homes.

This is not the first time that the PUK has committed such crimes; they have done so in the past when they attacked and killed protestors in Halabja, Ranya, Qaladza, and Koya.

Prior to the August protests, the PUK security forces shot at a workers’ demonstration outside the Tasloja cement factory and injured 13 workers. The behaviour of the PUK is unjustifiable.

Dealing with the PUK’s corruption, repression and violence is a daily reality of life for people in Iraqi Kurdistan. The PUK authorities have not responded to popular demands for improvements in living conditions. At a time when many people have no access to basic necessities such water and electricity, it is an outrage that the leaders of this party and their associates enjoy the highest standards of living.

When people have no access to these very basic necessities, they have no other choice than to demand that the ruling authority – in this case the PUK – provides them. They have a right not to be met with repression, violence and torture.

I urge you to consider whether these acts make the PUK’s continued membership of the Socialist International appropriate. I further urge you to stand with the Kurdish people and pressurise your observer member the PUK to cease its repression against the people of Kurdistan and agree to the following demands:

1.The release of all imprisoned protestors and stop using violence and shooting at people who protest for their rights.

2.Recognition of the right of protest and expression in Kurdistan

3.The supply of water, electricity and fuel to all.

Ultimately, I am sure that your intervention and support for the above demands can benefit the people of Iraqi Kurdistan. If the PUK continues its current actions, it can only damage the reputation of your International and, more significantly, bring further misery for the people of Kurdistan.

After 13 long years of ruling the region, the Kurdish authorities in Iraqi Kurdistan have failed to deliver even basic requirements such as water, electricity and fuel. As the Kurds take to the streets, the PUK has started a vicious clampdown, shooting and arresting demonstrators in the new, “free” Iraq. The Iraqi Kurds need the support of the international community now as they stand up for their rights.

Houzan Mahmoud, representative of the Iraqi Worker Communist Party and speaking for the Iraqi Kurds, declares that “Over the last few days Iraqi Kurdistan has seen a wave of protests and gatherings of people in several towns”.

The protests flared up on 7th August in Darbandikhan and Chamchamal and have now spread to Kefri, Sulaymania and Kalar.

“The people of these towns and cities are demanding basic services such as water, electricity and fuel. As a result of these courageous protests the authorities of the Patriotic Union of Kurdistan - now one of the major ruling parties in the Iraqi parliament - became anxious and started arresting people and raiding houses in Sulaymania,” added Houzan Mahmoud.

The reaction by the PUK security forces has been to arrest a total of some 73 people, including leading cadres of the Worker Communist Party of Iraq and in Darbandikhan the security forces have shot at the protesters. As the protests are set to spread to wider areas in the next few days, the Iraqi Kurds appeal for international support as they claim for basic standards of living.

Houzan Mahmoud coNcludes: “The widespread protests in these cities are a symptom of their anger and the long wait for their demands to be met. Now that the Kurdish authorities have failed to meet the people's most basic requirements after 13 years of ruling the region, people no longer keep quiet, but come out into the streets to show their anger and frustration. Therefore they need international solidarity to continue and achieve their fair and just demands”.
